In order to implement the five Ministries’ (including the Ministry of Industry and Information Technology of PRC and the Ministry of Environmental Protection of PRC) notice regarding “Promote the Standard Development of Lead-acid Battery and Secondary Lead Industries” and better execute the notice of “Secondary Lead Industry Access Conditions”, the following issues should be noted:

1) Strictly implement the access condition of new secondary lead project. The relevant requirements include strictly following the requirements to conduct evaluation of environmental protection and capacity; the energy saving evaluation report of the new secondary lead project to be approved by relevant department based on the law etc.

2) Each secondary lead enterprise should check relevant measures such as secondary lead production volume, production technology and equipment, environmental protection, safety production etc, with reference to the requirements in “Secondary Lead Industry Access Conditions”. The enterprise should also submit the checking result to relevant government bodies. For enterprises that do not meet the access condition, they should plan to adjust and complete relevant activities in accordance with the timetable of access condition.

3) Step up efforts in eliminating the out-dated secondary lead production capacity. Regional authorities should eliminate those secondary lead factories with annual production capacity below 10,000 tonnes immediately. Secondary lead factories with annual production capacity below 30,000 tonnes should be eliminated by the end of 2013.
