On 15 June 2012, the State Environmental Protection Department released “Report on Comprehensive Safety Inspections of Civilian Nuclear Facilities” and the “12th Five-Year Plan and Vision in 2020 on Nuclear Safety and Radioactive Pollution Prevention”, two fill-texted documents, on its official website, in order to solicit public opinions and suggestions.To realize the objective, promote the upgrade of nuclear technology and further increase its safety level, the plan clearly stated that the government will implement measures on safety improvement, pollution control, technological innovation, emergency support and controlling capability etc. The investment of the key projects during the period of “12th Five-Year” will be approximately RMB79.8 billion.
Industry experts believed that, the nuclear safety inspection report acknowledged China’s safety standard of nuclear facilities system. The resolution showed that risks in China's nuclear facilities are under controlled, which laid a foundation for the nuclear power re-launch in the future. Essence Securities believed that passing of the nuclear safety plan and reviewing the “12th Five-Year” vision and goal for 2020 denoted that China has been confident in developing a nuclear power station of high safety standard. Mr. Xu Lemin, an analyst from BOCI, thought that, after the developing the nuclear power, it is expected that a new capacity of 20-30 million kilowatts will be approved to enter the construction period. The new capacity will drive the nuclear power investment to around RMB260 billion to RMB390 billion, in which, the facilities will be included nuclear island, conventional island with main and auxiliary equipment and other supplementary facilities such as transformers, valves, etc. and this part will account for about 50% - 60% of the entire investment.
